It is the policy of Domestic Violence and Sexual Assault Services of the San Juan Islands will be available and delivered to clients without regard to gender, raced, creed, color, culture, language, sexual orientation, religion, national origin citizenship, age, ethnicity, pregnancy, income, veteran status, marital status, any mental or physical disability, or any other basis prohibited by federal, state or local law.

Confidentiality and Client Consent

The agency and its staff will maintain the confidentiality of all information about a client. No information about a client shall be used by the agency or its staff (other than for statistical or reporting purposes to our funders that does not indicate the identity of the client) except with the client's written authorization or as otherwise require by law. Only the minimum information required for these purposes is maintained. Except as permitted by law, no information shall be collected about a client other than from the client or as otherwise authorized by the client. A client 13 years of age or older, including a dependent adult, may consent to advocacy without consent of a parent or guardian. A client age 12 and younger must have written parental consent to receive services from the agency. Pursuant to RCW 70.02.130, a client 13 years of age or older must sign an authorization for client records to be released. An authorization signed by a parent is not sufficient.

Client confidentially does not apply under the following circumstances.

1. Actual or suspected neglect or abuse of children.

2. Actual or suspected neglect or abuse of vulnerable adults, or

3. Threats to the life of oneself or another.

Mandatory Reporting of Abuse

When a DVSAS employee or volunteer has contact with a client and reasonable cause to believe that a child or vulnerable adult(1.800.562.5624) has been neglected or abused either physically or sexually, state law requires that a report of suspected neglect or abuse must be made to the Child Protective Services within 48 hours.
